President of the Taiwan Design Research Institute (TDRI) and former Board Member of the World Design Organization (WDO), Chi-Yi Chang is dedi-cated to advancing design-driven innovation, reinforcing design’s stra-tegic role in national development, industrial transformation, and social progress.
Established in 2020, TDRI is Taiwan’s first national design research insti-tute, focusing on design policy, public services, industrial innovation, social design, and global collaboration. Through interdisciplinary integration, it enhances governance efficiency and strengthens corporate competitiveness.
Master in Design Studies, Harvard Graduate School of Design; Master of Architecture, The Ohio State University. Former Deputy Magistrate of Taitung County and Professor at the Graduate Institute of Architecture, National Yang Ming Chiao Tung University, continuously fostering Taiwan’s design innovation and global engagement.

Nina Ay has extensive experience in industry consulting and design promotion. In 2020, she established the Service Innovation Division, leading her team in driving public and local design innovation.
Since 2020, she has spearheaded the "Design Movement on Campus," integrating design thinking to transform school environments. This initiative received the Japan Good Design Best 100 Gold Award and Grand Award, significantly impacting Taiwan’s educational spaces.
Dedicated to advancing public service innovation, she has contributed to renovation projects across various sectors, including education, transportation, healthcare, tourism, industrial parks, social housing, elections, fire safety equipment, and public pictogram systems. Since 2023, she has collaborated with the Ministry of Economic Affairs to launch the "Design Movement for Public" initiative, aimed at optimizing public spaces and reshaping urban aesthetics.
In the realm of social innovation, she initiated the "T22 Revitalization Program with Regional Characteristic Design," revitalizing industries in Yingge, Beitou, Hualien, and Changhua. She also oversees the Taiwan Design Expo, working with different cities each year to promote design aesthetics, and has served as the program director of the Taiwan Creative Expo for nine years. Her contributions have been instrumental in advancing the cultural and creative industries, fostering innovative business models, and expanding market engagement.

Expertise
Prof. Liou`s research areas are mainly on design thinking in social innova-tion, dynamic of mutual influences between culture and creativity, team and organization innovation in both R&D institutes and creative industries, and transdisciplinary collaboration in integrative research. He has pub-lished hundreds of papers and five books. In recent years Prof. Liou has been committed to assisting government’s R&D institutes (such as ITRI, III, MIDRC, NBRP) to innovate foresight research, organizational design, and evaluation. Prof. Liou helps not only to create Orange Technology to pro-mote human-oriented technology, but also assist national ministries (MOEA, MOC, MOE, MOST) as a consultant. Furthermore, Prof. Liou has been cooperating with MOHW to promote the system of designing smart and healthy cities and participating in the promotion of national social in-novation. As for international cooperation, Prof. Liou has long-term coop-eration with Germany, USA and Hong Kong in senior society and technol-ogy design, and has established the Center of Positive Social Science (CPOSS) with CUHK to promote the integration of technology, society and happiness. In TDRI, he leads national projects of design driven national in-novation system advancing transdisciplinary collaboration among design, technology, and business. He now engages promoting the development of design research in the whole institute and at home and abroad joining the TDRI.
